O’Donnell/Snider Construction, in partnership with PGAL, transformed a former single-story grocery store into a modern public library and community center, creating a vibrant destination designed to serve residents through education, programming, and community engagement. This adaptive reuse and renovation project demonstrates how existing commercial buildings can be reimagined to meet the evolving needs of growing communities.
The project required extensive structural modifications to convert the existing retail space into a functional and welcoming civic facility. Construction began with the installation of new footings and a slab-on-grade foundation system, followed by a comprehensive structural steel package to support the building’s new layout and community-focused amenities.
A major component of the renovation included the reconstruction of the building’s front façade. The new exterior features structural steel, metal framing, architectural stone, metal panels, and expansive glazing, creating a contemporary and highly visible entrance that enhances both the building’s appearance and the visitor experience.
Inside, OSC completed a full modernization of the facility, including the installation of new mechanical, electrical, plumbing, fire alarm, and technology (MEPFT) systems designed to support the operational requirements of a modern library and community center. The project also introduced a tiered auditorium, providing a flexible gathering space for community meetings, educational programs, presentations, and special events.
While the existing fire protection system was retained, modifications were made throughout the facility to align with the new floor plan, occupancy requirements, and life safety standards.
Site improvements were equally significant and included the demolition of existing exterior features, installation of new paving and underground utilities, upgraded landscaping, and enhanced pedestrian access. A standout feature of the project is the decorative paving at the building entrance, which incorporates colored concrete finishes and custom scoring patterns that create a distinctive sense of arrival and reinforce the facility’s civic identity.
